Boxes have been opened in all Dublin City constituencies which are being counted in the RDS.
Voting began with a slow start yesterday, with turnout results projected to be mixed across the country by the time the polls closed at 10pm.
Ballots are being opened on a consistency basis at various centres around the country before being fed into the central results centre in Dublin Castle.
Former Labour TD and Senator Kevin Humphries has said it is possible both referendums could be defeated in the capital.
"There's not a hugely clear trend but for the moment I would say Carers, unfortunately, is going to be lost," he said.
"Families, on the boxes that are open are on 50/50 leaning to a No vote.
"I think it's going to be very disappointing for many groups out working hard trying to convince people for a Yes vote over the last number of weeks".
Newstalk Chief Reporter Barry Whyte said there were reports of slow voting across the country.
"Before the polls closed last night 39% of voters had cast a ballot in Dublin Central; 32% had in Dublin Bay South, while a 46% turnout was reported in Dublin Bay North and Dublin North West," he said.
"In Cork North-West, Cork South-West, and Cork East turnout was averaging at around 36% an hour or so before the polls closed.
"While the average turnout in Kildare an hour or so before the polls closed was around 25%," he added.
Counting is underway in the Family amendment before the Care amendment with results likely this afternoon and into the evening.
