The US, Britain and France say they believe that the Assad Regime was responsible for a chemical weapons attack in Damascus last month.
It comes following the publication of a UN report which confirmed that sarin gas was used to kill hundreds of civilians in Syria last month.
The report has stopped short of pointing the finger at President Bashar al-Assad or rebel forces.
Former Irish representative to the UN Security Council, Noel Dorr, says it wasn't the job of the weapons inspectors to find out who was responsible.
