Con Horan, from the Financial Regulator's office, warned the Quinn Group that 'exceptional approval' may be required for loans from Anglo to buy shares in the bank.
The warning appeared in notes from a March 2008 meeting that were shown to the jury at the trial of three former Anglo executives.
