The Education Minister says he hopes to have a report on means testing 3rd-level grants before Christmas.
Ruairi Quinn says this would allow people plan for the introduction of a scheme for the academic year starting in Autumn 2013.
Under this plan assets such as tractors on farms may be taken into account.
The Minister is also remaining tight lipped about cuts to fee paying schools.
It is understood Mr. Quinn is considering cutting the €100 million State subsidy to private schools in the December budget.
A number of Fine Gael TDs have defended the subsidy saying it would cost the state money in the long run if it is reduced.
Speaking today Minister Quinn says every idea had to be looked at to save money.
