Revenue officers at Dublin Airport have seized 29,400 cigarettes and 3kgs of tobacco.
The discovery was made during routine operations on Monday.
They stopped and searched a passenger who had arrived from Abu Dhabi.
The passenger, a 34-year-old Lithuanian man, was arrested.
The tobacco products - branded 'Chesterfield', 'Pall Mall', 'Marlboro Gold' and 'Amber Leaf' - have a retail value of €20,000
This represents a potential loss to the exchequer of €14,000.
The man appeared before Judge Dermot Simms in the Dublin District Court on Monday.
He was remanded in custody to Cloverhill Prison until Friday March 1st, when he will appear before the court again.
