In most cases, the amount of the new payment will be calculated by self-assessment, and the letters will provide advice for people on how to value their homes and how to calculate how much tax they owe.
The Irish Independent says Revenue will post letters with estimates for how much people are liable when the property tax comes in.
However people who don't pay the tax on that basis will face a bill based on what Revenue thinks their home is worth.
Home owners will still have to self assess, but questions will be asked if they're miles off the offical estimate.
Last week a Dublin Fine Gael TD raised concerns that some people plan to engage in price fixing, by encouraging neighbours to deliberately undervalue their property.
