The Socialist Party is calling on people not to pay the new property tax.
It has hit out at the measures contained in Budget 2013 saying they are a move away from austerity to a draconian financial dictatorship.
It says people should not cooperate with the registration process for the new property tax in a similar way to the boycott of the household charge.
Tax collection a "grotesque abuse"
TD Joe Higgins has said the decision to use the Revenue Commissioners to collect the tax is a "grotesque abuse" of the agency and an attempt to "intimidate" people into paying.
But speaking at a press conference in Dublin he said the move is a step too far and will lead to "major civil disobedience".
The Socialist Party is also calling on the public and union leaders to take part in a European day of strike against austerity measures in March.
