The heaviest rain is expected to ease off in southern counties during Tuesday morning.
A status yellow rainfall warning is in place for the rest of the country for 24 hours from 9pm tonight.
Meanwhile, a status yellow wind warning is also in place for Munster, Dublin, Wexford and Wicklow.
Met Eireann's Elizabeth Coleman said: "We're expecting quite a wet spell of weather - there will be winds associated, [but maybe] not as intense as we saw previously with Storm Ellen.
"The intensity of the rainfall is really what has to be heeded here for this event."
