Conditions are forecast to improve on Monday afternoon, but some local hail showers are expected.
Forecaster Andrew Doran-Sherlock says bank holiday Monday morning is set to be a washout for most areas of the country.
He explained: "Winds will begin to pick up in western sea areas, and will extend primarily then to the south-west, south and south-east.
"Rain will approach during the night, but it will be particularly heavy during the morning."
Forecasters say they're expecting temperatures to remain relatively cool for much of the coming week.
