The yellow warning comes into effect at 10pm tonight and will remain until 12pm tomorrow.
On Newstalk Breakfast, Met Éireann forecaster Linda Hughes said Storm Bert will be a "significant event".
"It's going to bring both heavy rain and strong winds, so both of those will be impacting us," Ms Hughes said.
"It's going to be quite a prolonged event as well - it's going to continue for a few days."
Outlook
She said Storm Bert will make landfall this evening, with heavy rain becoming widespread through tonight and tomorrow morning.
Ms Hughes said the recent snow and cold weather has been the result of an Arctic airmass, but Storm Bert will produce "milder air".
Further snow, however, has not been entirely ruled out.
"Parts of north Connaught and Ulster could see further falls of sleet and snow," she said.
According to Met Éireann, Storm Bert will "dominate" the weather into early next week.
Additional weather warnings are likely.
