Bashar al-Assad's Syrian regime says it welcomes any initiative for talks to end 21 months of bloodshed.
Prime Minister Wael al-Halaq says any talks must prevent foreign intervention in the conflict.
His comments come a day after UN envoy Lakhdar Brahimi said the conflict was worsening by the day - and that Syria faces 'hell' if no solution is found.

The violence has continued this afternoon, after rebels reported the discovery of dozens of brutalised and decapitated corpses in northern Damascus.
