It's seen as an important part of Ireland's plan to ease some of the state's bank debt.
At a summit in Brussels, leaders also agreed to develop a 'Single Resolution Mechanism' - to recognise and deal with problem eurozone banks, ensuring that taxpayers' money is no longer used to fix banking mistakes.
