All dogs should be on leads in public places at all times, a Councillor has said.
Councillor Mike Kennelly wants Kerry County Council review their by-laws and make the change.
He told Newstalk Breakfast there has been a big increase in the country's dog population.
"It has become very evident during COVID and post-COVID that the dog population has increased maybe twofold," he said.
"What we're hearing is that the population has actually increased by 20% across the country so basically what this has led to [is] more dogs running free and no public areas.
"The anxiety it's causing in the light of serious dog attacks that has led to a fatality and has led to serious injury... I'm calling for this review to be taken ASAP to avoid any more of these attacks."
'Two dog incidents a day'
Cllr Kennelly said there is a need to "safeguard people in public areas that are out enjoying the public area".
"It's becoming very clear from people coming to me and asking me, what can we do? How can we prevent another incident?
"I'd say there are maybe two dog incidents a day across the country that are being reported through hospital A&Es."
Cllr Kennelly said parks should have specific areas for people's pets.
"If you want your dog leashed or unleashed without causing fear or anxiety to other people using a town park then provide an area for them," he said.
"The only control that you have over your dog is when it's on the leash."
Cllr Kennelly added that "it's not just a local issue in my area, tt's a national issue".
