All Troubles victims could get a one off €11,000 compensation payment, the North's Victims Commissioner has suggested.
The recommendation forms part of an advice paper sent to Stormont and includes those whose relatives were part of paramilitary groups.
Such a scheme would cost around £130/€149 million and some 13,000 people could be eligible for the payments.
"I have no doubt this paper will be contentious,” Victims' Commissioner Ian Jeffers said.
"There will be some who find it difficult to accept the idea that all bereaved families should be included, regardless of who their deceased loved one was.
"I fully understand this challenge, but I do see the value of a recognition payment to those suggested in this paper in promoting reconciliation."
A similar proposal was previously rejected on the grounds it lacked support.
Mr Jeffers leaves his position on Friday after two years in the role.
