Two dogs have been seized by Revenue customs officers at Dublin Port.
The male and female Chihuahuas were hidden in the boot of a car leaving for the UK on Tuesday.
Officers say only one of the dogs was micro-chipped, and there were no pet passports or rabies vaccines.
While the dogs vaccination certificates were actually for eight-week-old puppies.
The dogs are now in the care of the DSPCA where they are being helped pending further investigation.
A spokesperson for the DSPCA Inspectorate said: "This was an act of reckless endangerment with no ventilation for the dogs locked in the boot of the car to be transported to the UK."
