Two Vietnamese men have appeared before a special sitting of Waterford District Court.
They were charged in connection with the seizure of €1.3m worth of cannabis.
Gardaí found a cannabis cultivation facility at Waterford Airport Business Park on Thursday.
The discovery was made when officers from the Tramore Drugs Unit and Armed Support Unit searched an industrial premises.
Thuy Do, who is aged in his late 40s, and 24-year-old Tayen Hoany Quang were charged with possession and intent to supply.
The two men, who do not speak English, were living at the business park.
They were both remanded in custody until Thursday.
Initial estimates put the seizure at €800,000.
But following a full examination of the site, investigating Gardaí have since confirmed a total of 1,644 cannabis plants were seized - with an estimated street value of over €1.3m.
