United Nations investigators say the Syrian government has committed crimes against humanity.
Investigators are winding up an inquiry into the Houla massacre in which more than 100 people were killed back in May.
It finds that government forces and Shabbiha militia fighters were responsible for killing civilians.
They are calling for U.N. Secretary-General Ban Ki-moon to send the findings to the Security Council to take appropriate action.
The massacre of 108 civilians at Houla on May 25th was attributed by U.N. observers to troops and loyalist militia of President Bashar Al-Assad.
It is thought nearly half those killed had been children.
