The European Commission has asked Phil Hogan to further explain his actions around the controversial Galway golf dinner.
The Trade Commissioner submitted a detailed report to the Commission President last night as requested.
Ursula von der Leyen has read the report and asked for further clarifications.
It comes as Mr Hogan faces calls to resign, including from Government Minister Darragh O'Brien.
European Commission Deputy Chief Spokesperson Dana Spinant said it is important more detail is provided.
She said: "This is a matter which requires careful assessment on our side - it is a matter where details count.
"The President has requested further clarifications, because details are important and she wishes to have them."

Taoiseach's view
Taoiseach Micheál Martin, meanwhile, said the responsibility for the matter now lies with the President of the European Commission.
However, he has called for a comprehensive statement from Phil Hogan.
He said: "Myself and the Tánaiste did ask on Saturday for him to consider his position, in light of information we received that indicated he had been in Kildare during a period of severe restrictions.
"We've asked for a very comprehensive statement from the Commissioner in that regard."
A spokesperson for Mr Hogan last night confirmed that the Trade Commissioner was stopped by gardaí for using his mobile phone while driving in Kildare last week.
He has admitted he briefly stopped in the county, which is under lockdown, to pick up some work papers on his way to the Oireachtas Golf Society event in Clifden.
