The Dáil has been debating laws which would remove the right of banks to veto any insolvency arrangements.
Fianna Fáil says insolvency judges are sitting idle because banks are stopping cases from coming before them.
The government is set to vote against the bill tomorrow night because it believes it could be unconstitutional.

But Fianna Fáil's Michael McGrath says the government needs to take the shackles off the system and allow people to engage.
