Water has breached the seawall at Clontarf in North Dublin as city authorities anxiously watch for high tide.
Dublin City Council has put in place a number of measures to deal with the danger in line with warnings from its Flooding Advisory Group.
The local authority says it is confident the measures being put in place with be sufficient.
A Tide Report Centre has been set up to take calls from the public.
This will be operated until 3pm by which time high tide will have subsided.

Wind & rain forecast
Met Eireann is forecasting that rain will continue in Ulster and Leinster but that clear spells and showers will develop at times in south-western areas.
There is also a warning in place over southeast winds that will reach force 6 or higher at times this afternoon on Irish coastal waters.
While tonight will see patchy rain in Ulster and heavy showers in the southwest overnight.
The weather for the rest of the weekend will stay cold and bright with heavy showers over western counties.
Some of the showers will be blown in towards the Midlands by south-westerly breezes but generally most of them will be confined to places close to the west coast.
