The Higher Education Authority (HEA) says gender inequality in the sector is systemic.
The body is launching a review of gender equality at all Irish third-level institutions today, 11 years after it last looked at the issue.
The former European Commissioner and government minister, Maire Geoghegan-Quinn, is to chair the independent panel to look at gender inequality in the sector.
The five person panel will be made up of both Irish and international experts in the area of gender equality.
It follows a high profile case earlier this year, which saw NUI Galway in front of the Equality Tribunal.
CEO of the HEA Tom Boland told Newstalk Breakfast that the issue needs tackling across the board.
