Is Dublin Airport prepared for a busy summer season?

At the weekend Dublin airport said that it was considering charging lower landing fees for airlines with fewer emissions. Yesterday the boss of Ryanair Eddie Wilson welcomed that. But would that lower the cost of using the airport for consumers?
