On the 3rd anniversary of the invasion EU foreign ministers agreed a 16th package of sanctions against Russia targeting oil shipments this time.  But previous sanctions have not collapsed the Russian economy in 3 years, then why bother with even more?And what happens if the US unilaterally lifts sanctions, but Europe doesn't?
