''We are the problem child of Europe when it comes to emissions''

Many of the road projects in the National Development Plan will never be completed and more still will be significantly downgraded. 

Reports this morning say this is because of the two-to-one rule favouring public transport    

That means that for every euro that is invested in road projects, two euro will have to be invested in public transport.    

All of the major projects will also be climate-proofed, with those deemed “climate-positive” and “neutral” getting preference over those classed as “climate-negative”.
