EU breakthrough on migration rules

The European Union countries have reached a breakthrough in negotiations over how to reform migration rules. The agreement allows member states to adjust rules in times of crisis and ask for help with relocation. The agreement was deemed a ‘a game changer’ by Ursula von der Leyen.
