After a recent surge in dog attacks there's calls to make it compulsory for all dogs to be on a leash in public spaces. Fine Gael Councillor Mike Kennelly is insisting Kerry County Council review their bylaws and make the change now. Mike explained the call to Shane this morning on the show.
