Vladimir Putin has accused Ukraine and the West of starting the war almost a year ago, while Moscow simply used "force to stop it". The Russian President made the accusations during his State of the Union address, laying out his plans for the next 12 months. Putin says Ukraine was made "anti-Russian" long ago.
