Penalty points loophole - who is to blame?

Two-thirds of motorists convicted of speeding offences did not present their licences in court and may not have received penalty points, that's according to new figures released by the Courts Service to Dublin Bay North TD Tommy Broughan.

Conor Faughnan,  Director of Consumer Affairs for AA Ireland, joins Ivan to discuss.
