UCI President Pat McQuaid may be facing yet another challenge to his re-election campaign.
The Malaysian Federation has proposed an amendment to the nomination rules which would allow McQuaid to seek a nomination from any federation he is a member of.
Previously it was thought he needed either the support of the Cycling Ireland or the Swiss Cycling Federation, as he resides in Switzerland.
However the head of the Russian cycling authority, Igor Makarov, who is on the management committee of the UCI, says he will challenge the amendment in court if necessary.
He wrote a letter to UCI director-general Christophe Hubschmid saying:
"Should this unlawful process be maintained, I already intend to challenge, by all legal means, any decision taken by the UCI Congress in this respect and any other infringements to the UCI constitution."
