Michael Noonan took to the floor of the Dáil on Tuesday afternoon and delivered what was considered by many to be a "neutral" and fair Budget.
However, a number of concerns were raised following the release of the document.
This morning, Minister Noonan joined Pat Kenny to discuss some of these concerns along with issues revolving around Irish Water's complaints and charging processes.
Noonan told Kenny that some of these processes needed clarification: "They (Irish Water) have a communications problem, but are doing good as well. The task Irish Water have taken on is huge. When they are functioning they will be bigger than the ESB."
"We wanted to move Irish Water from local authorities on to a commercial company. We wanted that company not to be on the books of the state."
"You have to treat water - that's where the cost is. And then you have to deliver it.People are willing to pay for services by and large."
However, he also clarified that Irish Water "don't have the right to...cut people off. People need a water supply."
On the issue of taxes, Noonan commented: "I had limited resources. I wanted to change the way personal taxes are applied so that it would be more work friendly."
"It's not true to say the self employed don't get any relief from this budget. They do on the first €70,000 of income."
