The Taoiseach says the garda whistleblowers who flagged penalty points irregularities have been vindicated and says he still has confidence in the Garda Commissioner Martin Callinan.

Enda Kenny also says the recommendations of the Garda Inspectorate report yesterday into penalty points will be implemented immediately, while the findings of 'ineffective management and dysfunctionality' in the system are also being addressed.

Speaking in Washington, the Taoiseach conceded that the various reports and investigations conducted into the points system and other garda matters would not have happened had it not been for the whistleblowers.

Meanwhile Cabinet Ministers have voiced their support for the Minister for Justice over his handling of the penalty points affair.

Dara Callery of Fianna Fail led opposition calls for the minister to apologise for his treatment of the garda whistleblowers, Maurice McCabe and John Wilson.

But standing in for the Taoiseach, Jobs Minister Richard Bruton gave his firm backing to Alan Shatter over his actions.

The Minister for Justice Alan Shatter has promised full implementation of the report recommendations.

However last night he pointed out that there are 'serious issues' around members of the force accessing confidential information on the garda computer system and giving it to the public.

This morning Deputy Mick Wallace defended the actions of Sergeant McCabe and insisted he did nothing wrong.

The Independent TD told The Pat Kenny Show here on Newstalk malpractice within policing is rampant.
