Health Minister Stephen Donnelly has said the Government will work to 'clear up' any confusion about foreign travel advice.
He says the Government will make a "very comprehensive announcement" on Monday, including details of the 'green list' of countries deemed safe to travel to.
He noted the countries on the list will be areas where the disease is no higher than it is here - comparing it to travelling 'from Dublin to Kerry'.
Cabinet is expected to hold a rare Sunday meeting to sign off on the latest travel advice being given to the public.
Speaking on Newstalk Breakfast, Minister Donnelly said the Government needs to be very clear if there is any mixed messaging out there.
He said: "What we're asking people... is to take a huge sacrifice. We're asking people to cancel holidays they might have saved up all year for.
"The reality is, some people will not be able to afford to holiday in Ireland. It is definitely incumbent upon us to make sure there is clarity."
Minister Donnelly said Monday's announcement will include 'a lot of detail' about the travel situation.
He said: "Epidemiologically, the view is this. When these countries have very low prevalence rates and there are other factors - like we believe their data - from a disease perspective if you're travelling from Dublin to Kerry or Dublin to wherever is on this green list... you're going to an area where the disease is no higher than it is here."
The Health Minister said NPHET is of the view that it's still better to keep travel and movement to a low level.
He said: "They are being cautious, the Government is being cautious - and if there is confusion, we need to listen to that very clearly and clear it up."
